Reading coordinates from shapefile using shapely
You can reproject your points from EPSG:4326 to EPSG:2953 (NAD_1983_CSRS_New_Brunswick_Stereographic) using pyproj like so:

Why ogr doesn't read this kind of prj
The WKT string in that .prj is corrupt. I don't know what wrote it, but the PROJCS and UNITS elements are repeated.
