This is a very common error when using ArcHydro, although the exact text and in which function it appears might differ slightly. But in short, what is most likely to solve your problem is to store all data and your project on C:/ instead of a network drive.

I know that different software do produce their own formatted versions of an ascii and I believe that is the case with yours. For a viewshed to work the Spot values need to be above the elevation shown on the Input Raster. For example a SPOT height of 11.5m within a DTM cell of 12m will cause that error. As an alternative try using an OFFSETA instead of SPOT.
