This can be done with Dijkstra exploration of a graph, where you define multiple start locations and avoid overlapping. Regarding GraphHopper see this blog post

The timestamp has to be calculated to be included for the new snapped path. This is a feature not yet done. See this discussion for more information.

As already commented: If you need to estimate better speeds for every road from your taxi tracks that is completely doable with GraphHopper and this open source map matching component for it.
