Digitizing in stream mode in QGIS using a tablet
QGIS as of version 3.20 supports stream digitizing. I have not tested it on a tablet though.

For Android there is QField, currently in beta.
It is basically QGIS 3 with stripped down touch interface for digitizing.
You can export projects from QGIS to the phone with the QField Sync plugin

I came across a similar issue but was able to resolve by manually adding the SVG file to the same project folder as my QField project.
