ERROR: could not load library "C:/Program Files/PostgreSQL/11/lib/rtpostgis-2.5.dll": unknown error 126?
Just copy these two .dlls ("libeay32.dll" and "ssleay32.dll") from bin/postgisgui folder and paste them in the bin folder.

Ogr2ogr: ERROR 1: PROJ: pj_obj_create: Cannot find proj.db
I set the PROJ_LIB environment variable to point to the PROJ.4 data directory (where proj.db lives) and this problem has been solved,hope that is useful to you.
