A GetCapabilities request is a mandatory operation for all OGC Web Services (OWS). A GetCapabilities response document is an XML document that provides metadata for the service. It lists all available operations, all output formats for operations, all supported coordinate reference systems and the identifiers of all layers, features or coverages etc that can be operated on.

layers hierarchically but not with a single root and this displays perfectly fine in QGIS:
